خطة مبتكرة لإنعاش الاقتصاد الفلسطيني إثر جائحة كورونا

تعرض اقتصاد العالم لضربةٍ موجعة لم تكن بالحسبان، بفعل تداعيات تفشي فيروس كورونا (كوفيد-١٩)، و فلسطين حالها حالسائر الدول، لم يسلم اقتصادها من تأثير الازمة، تسعى السلطة الوطنية الفلسطينية جاهدة، للحفاظ على اقتصادها منالانهيار، و للنهوض بالاقتصاد يتعين على كافة القطاعات الوقوف بجانب السلطة في محنتها، اذ تستعين السلطة حاليا بخبرات ممثلي القطاع الخاص، و تلبيةً للواجب الوطني، ابتكرت شركة ازدهار فلسطين للتنمية و الاستثمار ، خطة لانعاش الاقتصاد الفلسطيني، حازت على اهتمام الحكومة، و يتم تباحثها في مؤسسات تنموية دولية لتطبيقها في دول نامية أخرى.

قال وسام عواشرة (مستشار الاستثمار لشركة ازدهار)، أن فلسطين تعدّ الأكثر معاناة اقتصاديًا من جائحة كورونا (كوفيد-19) بين دول العالم، كون اقتصادها هشًّا،ولا تملك عملة ولا موارد طبيعية،وتعاني حكومتها من ضائقة مالية مستمرة سببها الاحتلال. ولا يمكن تحميل الحكومة الفلسطينية المسؤولية الكاملة لإنقاذ الوضع الاقتصادي، كما لا يمكن الاتكال على الدول والمؤسسات المانحة كونها تعاني من الأزمة كذلك، ولا أن نثقل على القطاع الخاص أكثر من طاقته، لا سيما أنه الأكثر تضررًا منالأزمة؛ لذلك صُممت الخطة بطريقة يتوزع فيها حمل إنعاش الاقتصاد على القطاعات الثلاثة سابقة الذكر لتوحّد إمكانيّاتها.

وأوضح أن الفئات المهمشة وعمال المياومة والأسر الفقيرة تعاني الأمرين في هذه المحنة،وتبذل الحكومة أقصى جهدها لدعم هذه الفئة بالتعاون مع أهل الخير والمقتدرين.ولتجنب توسع دائرة الفقر، يجب العمل على حماية الفئة العاملة. إن الدول في العالم والإقليم تصب تركيزها على المنشآت والمشاريع متناهية الصغر والصغيرة ومتوسطة الحجم، كونها تشكل أكثر من 90% من المنشآت الاقتصادية. ويعود الهلع العالمي لدعم هذه المنشآت إلى عدم قدرتها على الاستمرار في ظل ظروف الإغلاق،وإن صمدت فالركود الاقتصادي المقبل كفيل بشل حركتها، مما يضطر أصحاب هذه المنشآت إلى تسريحعامليهم، الأمر الذي يؤدي إلى زيادة الفقر والضرر، وتدهور الاقتصاد بحدة أكبر. لذلك، أصدرت مختلف دول العالم حزم تمويل لإنقاذ هذه المنشآت والعاملين فيها من الكارثة.

وبيّن أن الدول العظمى وبعض الدول النامية باشرت بإصدار برامج لدعم هذه المنشآت. فعلى سبيل المثال، أصدرت الولايات المتحدة حزمًا بقيمة 349 مليار دولار على شكل قروض ميسرة بفائدة 1%، بشرط استخدام 75% منها لاستمرار دفع الرواتب. وأصدر البنك المركزي الأردني برنامجًا أوليًا لتمويل هذه المنشآت بقيمة 500 مليون دينار. أما الحكومة الفلسطينية، فتحاول بكل إمكانياتها المحدودة،وسيكون من الصعب عليها إصدار برامج مثيلة نظرًا لقلة الموارد المالية، لذلك لا يمكننا نمذجة برامج الاستجابة والتعافي الأخرى،فلكل بلد خصوصيته.

وأشار عواشرة إلى أن التعافي الاقتصادي لن يكون على منحنى حرف (V)، بل على منحنى يشبه العلامة التجارية نايكي ()، إذ من المتوقع أن يأخذ الاقتصاد فترة طويلة ليعيد استقراره وينمو. لذا، يجب أن تتضمن الخطة،إنعاش المنشآت مع فترة تأجيل للالتزامات لتتمكن من العودة لما كانت عليه قبل الأزمة. ولقد أطلق على الخطة اسم "صندوق إسعاف الاقتصاد الفلسطيني"،وتم تصميمها على شكل صندوق استثماري تنموي يعمل على مدار السنوات الخمس المقبلة.

وقال إن صندوق إسعاف الاقتصاد الفلسطيني هونموذج ثلاثي المحاور، يجمع بين ضخ رأس مال إضافي،و منح وقروض يقدمها الصندوق للشركات الفلسطينية الصغيرة ومتوسطة الحجم التي تشغل 66.2% من القوى العاملة في فلسطين.

وأوضح أن تعدد المصادر وتنويع الأدوات المالية أفضل وسيلة لتخفيض المخاطر على البنوك والمستثمرين، فالتمويل في هذه المرحلة يعدّ عالي المخاطرة. أما توزيع المخاطر فسيحفزها للإسراع في تنفيذ خطة الإنعاش المقترحة لمساعدة الشركات على تغطية فواتير أجورها، حتى لا تضطر إلى تسريح الموظفين، ونتدارك بذلك خسارة عشرات آلاف الوظائف،ونتجنب ضررًا اقتصاديًا واجتماعيًا غير مسبوق.

وأضاف: لا يعني تشكيل الصندوق حشد رأس المال في حساب واحد تحت إدارة واحدة كالمعتاد، فقد لا يتفق عليها كل الأطراف، فيمكن لكل الجهات ذات العلاقة المشاركة ومتابعة صرف تمويلاتها ضمن إطار تنظيمي موحد صممناه بعناية لهذا الصندوق. فالدولة والمؤسسات التنموية يصب اهتمامها في الأثر الاقتصادي والاجتماعي، أي أهم مخرجات الصندوق بالنسبة إليها عدد الوظائف التي تتم حمايتها،والحفاظ على سلاسل الإنتاج من التعطل. أما البنوك فتركز على قدرة الشركات على الوفاء بالتزاماتها وسداد القروض، في حين يهتم المستثمرون بديمومة هذه الشركات،وقدرتها على التعافي، ومن ثم النمولتحقيق الربح، ليستطيعوا بعد ذلك بيع حصصهم لصاحب المنشأة بعد خمس سنوات حسب تصميم الصندوق.

ونوّه إلى أن وجود مستثمر جديد وممول مصرفي يهتمان بإعادة تشغيل الشركاتيعطي المانحين الطمأنينة أن تمويلاتهم ستحقق النتائج المطلوبة، وهي الحفاظ على الموظفين المعرضين للبطالة. كما أن ضخ نسبة كبيرة من التمويل المطلوب نقدًا من مصادر أخرى يعطي البنوك راحة في الإقراض، حيث زادت نسبة حقوق المساهمين للديون في الشركات،وانخفض مبلغ القرض المطلوب،وبالتالي زادت قدرة الشركات على السداد خاصة مع التذبذب المتوقع لتدفقاتها النقدية. أما بالنسبة إلى المستثمرين، فتعدّ المنح حزمة تعويض خسائر في الشركات التي أصبحوا شركاء فيها، في حين تدعم القروض الميسرة محفظتهم الاستثمارية بالمثل.والأهم من ذلك، أن المستثمرين عادة ينفقون الوقت والمال على العناية الواجبة للتأكد من صحة بيانات الشركات ومصداقية أصحابها،وذلك أصبح متاحًا من خلال دوائر تقييم مخاطرالائتمان في البنوك الشريكة.

وأشار إلى أنهمأعدوا خطة متكاملة تشمل آلية عمل الصندوق خلال السنوات الخمس، ومعايير تقييم الشركات المستفيدة،والقطاعات المستهدفة،والهيكل التنظيمي للصندوق،وجاري العمل على أدوات التنفيذومواءمتها مع الشريعة الإسلامية.

ويعتمد حجم الصندوق  -وفق عواشرة -على نسبة مشاركة الجهات المعنية، وتحديدًا الجهات المانحة، وربط الأثر الاقتصادي لهذه الخطة بحجم مبدئي 100 مليون دولار للصندوق كونه إحدى المبادرات ضمن البرامج العديدة التي تعمل عليها الحكومة.

وقال إن هذه الخطة تهدف إلى حماية 20 ألف وظيفة مباشرة، بواقع ضخ حزمة مالية 5000 دولار لكل وظيفة تحافظ عليها المنشأة. واستنادًا إلى دراسة البنك الإسلامي للتنمية، فكل وظيفة مباشرة تحمي 4 وظائف غير مباشرة أخرى، وبالتالي حماية 100 ألف وظيفة. وبمعدل رواتب 500 دولار في القطاع الخاص الفلسطيني، تتوقع هذه الخطة ضمان تدفق 600 مليون دولار من الرواتب على مدار عام.وتكمن أهمية تلك الرواتب لذوي الدخل المحدود في أنها تصرف على احتياجاتهم المعيشية،وذلك يدفع بعجلة الاقتصاد ككل، فضلًا عن أن قيمة الشركات المستفيدة من البرنامج تتعدى 300 مليون دولار، وهي معرضة للإفلاس ما لم يتم انعاشها. فتلك الخطة تعكس أثرًا تنمويًا على الاقتصاد يتجاوز 10 أضعاف حجم الصندوق.

وفي الختام، أشاد عواشرة بجهود الحكومة الفلسطينية، وعلى رأسها رئيس الوزراء د. محمد اشتية الذي اطلع على ملخص المبادرة،وأدرجها للنقاش تحت إطار وزارة الاقتصاد الوطني مشكورين على جهودهم.

كما قدم جزيل الشكر لمجلس إدارة وطاقم موظفي شركة ازدهار فلسطين، الذين دعموا بتطوير الخطة،وبادروا إلى إدراجها ضمن مشاريع الشركة فوراً في إطار استثمارها التنموي، وخاصة رئيس مجلس الإدارة  رفيق أبو منشار، الذي دعم الخطة وشاركها مع رئيس الوزراء،والرئيس التنفيذي باسل القاضي الذي طرحها على مؤسسات تنموية دولية لتبنيها محلياً،وتطبيق النموذج في دول نامية عربية وإسلامية أخرى.

Pioneering Economic Recovery plan in response to Corona Pandemic

While the corona pandemic has paralyzed the global economy, the Palestinian Authority(PA) has been consulting private sector representatives to propose resilience tools. Fulfilling the national duty, Palestine Prosperity Investment & Development Corp. (PPID - IZDEHAR in Arabic) conducted a recovery plan that has grabbed the attention of PA and is currently being discussed with international development banks for replication in other developing countries.

According to WesamAwashreh (Investment Advisor at PPID), the Corona pandemic will hit Palestine the worst "Economically,"as compared to other countries. Several factors are at work here, including the country's economic fragility, the absence of a national currency or natural resources, and its lack of control over other resources due to the Israeli Occupation. It is evident that the PA cannot handle economic recovery on its own. Meanwhile, donor countries are also facing a big hit due to the Corona virus pandemic, indicating a drop in forecasted aid contributions to Palestine. During this recession, private sector investors will be the most affected, and thus cannot be blamed for their limited contributions. Given these factors, this plan was designed to distribute the economic recovery load over the three sectors in order to consolidate their resources and improve responsiveness capabilities.

While daily workers and poor families suffer the most, the PA is working to support them, along with the socially responsible private sector.However, an immediate intervention should take place to avoid poverty expansion among those who are employed but whose income is at risk. Government's across both developed and developing countries have rushed to launch financing programs for MSMEs to avoid a significant rise in unemployment rates, as MSMEs employ 90 percent of the global labor force. The ultimate aim is to improve their ability to reboot operations and pay their wage bills. For example, the United States announced a financing package of US $349 billion in the form of forgivable loans at a one percent interest rate for MSMEs, on the condition that 75 percent of the amount is used forpayroll. Comparatively, the Central Bank of Jordanlaunched a JD 500million(US$ 700 million) financing package with a grace period and subsidized interest rates.On the contrary, the PA'shands are tied with a budget deficit,struggling to provide basic support toolsto its private sector. The tools being used byother countries cannot be replicated in Palestine, and therefore, "We are obliged to think out of the box," Awashreh stated.

Economists forecast recovery to be Nike "✓" shaped rather than "V" shape, meaning that the economy willneed time to rebuild. For this reason, financing packages must include grace periods and long-term financing to help SME's reboot and gradually reach their pre-corona positions, even though financing is required for working capital that is typically financed in short-term instruments. Awashrehshaped the plan in a fund structure, calling it the Palestine Economic Rescue Fund, which is meant to inject finance, strategically support SME's, ensure improvement in financial positions and exit aftercomplete recovery in five years.

The rescue fund is a hybrid model that is a combination of equity, grants and loans which are to be injected into MSME's on a fast-track basis, as MSME's employ 66.2% of the Palestinian work force. The ultimate goal is to save target beneficiaries from bankruptcy, and thus, job retention. Nevertheless, financing under the current circumstances is risky for equity and debt providers.Diversifying resources andutilizing multiple financing instruments is the best tool to de-risk stakeholders' contributions. The fund is also relatively virtual, as financing isn't necessarily collected in single bank account under the control of a conventional fund manager – an issue that might be opposed by potential partners. The idea is to bring inthe funds under one umbrella, with consolidatedresources to achieve the desired outcomes and the ability of participants to monitor the flow of their funds.

Themain objective of donors isto save the highest amount of jobs as possible, and prevent supply chains from disruption. At the same time, lenders will focus on borrowers' ability to pay and equity investors will focus on the business ability to reboot and earn profits in order to buyback shares at a premium in year five (Put option assumed). This model provides comfort to donors as beneficiaries, as they are less likely to collapse and fire employees.

On the other hand, banks will lend a portion of the amount required by SMEs to reboot and sustain in the coming hard times, thus, smaller loan installments will be more applicable to the SME's disrupted cash flows. Additionally, equity and grant injection will re-balance the financial position of SME's, increasing the equity to debt ratio, whilethere is significant value-add to having new shareholders in companies keen to support them survive. Equity investors are incentivized the most, as they can utilize credit assessment reports from partnering banks to perform evaluation & due diligence. They will also indirectly benefit from the recovery package as they became partners in beneficiary SME's.

Awashreh said they prepared a comprehensive plan for the intervention, covering the fund operations phased out over the next five years, SME's evaluation criteria, valuation methodologies, and the fund structure. He is also currently adapting the implementation instruments to be Shari'a compliant. The fund size depends on stakeholders' commitments, especially donors. He analyzed the socio-economic impact, assuming the minimum of US$ 100 million to be raised. The plan aims to save 20,000 jobs deploying US $5,000 for each job the SME retains. In reference to an ISDB study, each direct job saved 4x the equivalent indirect jobs. This means the intervention could save up to 100,000 jobs in total, assuming a US $500 average monthly salary will result in maintaining US $0.6 billion in annual cash flow within economy. Low-income wages are especially important considering that it isall cycled into the economy, since the money is spent on living expenses. In addition to saving US $300 million worth of the SME's exposed to the risk of bankruptcy, it's likely to result in asocio-economic impact of 10x the fund size.

Lastly, Awashreh praised the efforts made in response to the COVID-19 pandemic by the PA currently headed by prime minister Dr. Mohammed Shtayyeh. He regarded the board of directors and staff of PPID - IZDEHAR, who sponsored the idea and supporting him in developing the plan. Special thanks were made to the Chairman of PPID (Rafiq Abu Munshar)who has personally shared the plan with PM Shtayyeh and the CEO (Basel Alqadi) who has supported him and shared the model with international developmental institutions to replicate it in other developing countries.
